The Construction Manager (Commissioning) oversees and coordinates all commissioning activities across the data centre programme, ensuring that all building systems are tested, verified, and handed over in full compliance with design intent, client operational requirements, and applicable standards.

Key Responsibilities

  • Lead the development and implementation of the commissioning management plan across all disciplines

  • Coordinate commissioning activities between CSA, MEPF, and controls/BMS subcontractors

  • Review and approve commissioning programmes, test scripts, and integrated systems testing (IST) procedures

  • Manage the commissioning schedule, ensuring alignment with the overall project programme and phased energisation milestones

  • Oversee factory acceptance testing (FAT) and site acceptance testing (SAT) for critical plant and equipment

  • Manage defect and punch list resolution through to system handover and Practical Completion

  • Ensure all commissioning documentation, test records, and O&M manuals are compiled and issued

  • Liaise directly with the client commissioning team and third-party verification agents

  • Coordinate BMS/SCADA integration testing and ensure control systems meet operational requirements

  • Report commissioning progress, risks, and status to the Project Manager and client

Required Skills & Competencies

  • Deep knowledge of data centre commissioning methodology including Level 1–5 testing protocols

  • Experience with integrated systems testing (IST) and blackout/brownout testing for critical facilities

  • Strong understanding of MEPF systems and their commissioning sequences

  • Proficiency in commissioning management software and documentation platforms

  • Familiarity with BMS, SCADA, and DCIM systems relevant to data centre operations

  • Knowledge of Uptime Institute, EN 50600, and TIA-942 standards for commissioning compliance

  • Excellent coordination and stakeholder management skills across multiple workstreams

  • Strong document management capabilities for test records and handover packages
